His exchange is selling processed hemp, in return for money. You know, with all the hemp they'll be processing, they'll have a lot of raw product surplus - leftovers, yay! Hemp can sell that, too!
However, I strongly doubt Hemp is striving for "store front" presence. They'll have product on the shelf at your local store... but they won't own the store. He just bought the biggest decorticator around... he's "laid his chips."
Smuggling is hustling. The difference is smugal'n is illegal.
