Report to what intake sergeant? You said a lawyer was 'collecting' info to be turned over to the police so presumably the police are unaware of anything at this point, so why report to the desk sergeant?
You should not presume. You have no idea what career path I followed but I can assure you that I am familiar with the evolution of a fraud investigation and it most certainly does not resemble your version.
In Canada you are either a lawyer or a crown or assistant crown. There is no crossover as they are inherently adversaries. The police report ONLY to the Crown.
The decision as to whether something is either criminal or civil is done immediately and determines the path, if any, that the plaintiffs will follow. Have a 'good criminal lawyer' draft up an incident report? A criminal lawyer DEFENDS criminals...he does not PURSUE them. An 'incident report' is police terminology so somehow there seems to be a disconnect between who is doing what.
You suggest the the R.C.M.P. are somehow involved yet I am having trouble understanding why. For one they do have "desk" sergeants like municipal forces. They have Detachment Commanders and most likely a civilian secretary to handle and screen calls.
And no I do not 'get the picture' as the painting appears to be flawed.
