Why is the #BURDEN_of_PROOF on the nonbeliever?

I'm all for getting a portion of my money back, but a "just wait and see" defense isn't a good one. In that case you'll never be wrong with a slim chance of being partially right (which we'll champion and celebrate and trash talk bashers if it happened)....
