I don't regard that as a bogus promise as my guess is that Solomon intended to pay that cash dividend until not very long before it was supposed to be paid. I think it was a big blow to his bloated ego that it was not paid. My guess it was not paid
because it did not make financial sense to pay it because Money had not been put aside for it and more shares would have had to issued to pay it.
