Didn't question the OPs motive, I was merely highlighting the important part of the lengthy promo verbiage...

I'm not sure he is saying the promo is a good thing. Just that there is a promo. Obviously when there is a penny promo, that is not a good thing. Good stocks don't have to run promos. bad stocks run promos concurrent with dilution. Maybe he was just warning about the promo and dilution.
