It depends on when they are issued. It is for employee incentive so their is a strike that I believe had a maximum of $0.13. Think of it as stock options for incentive of employees. Helps retain talent and aligns workers and management with shareholders. At least that is what it designed to do. Its also a way for a company that isn't making any money to pay its workers.

That is my take on it but I know more about horse racing than this stuff.
