A) Your ideas of the PRC's international irresponsibility are mostly in your own mind. You need to update your information by about 2 decades.
B) it does not matter who steals the product.
No company doing business with the US or common Europe can sell stolen goods with impunity.
Yes, there could be some MS stockings sold under the counter internally in China (unlikely today) or Bangladesh or some such places, but this is not a major concern.

You should perhaps broaden your horizons of understanding by taking a vacation trip to the PRC.
I was there 25 years ago and again last year.
The changes over that time period are astonishing.
In 1985 China was a communist tyranny.
In 2014 China is still a tyranny, but it is no longer communist or even socialist in anything but name.
It is now a strongly capitalist society.
Every sort of branded goods are for sale to the large and growing middle class, Guuchi, Pucci, Mercedes, Nike, etc, etc, and knock offs and fakes are regarded there with the same distaste and anger as in the US if not more so.
Selling fake products in China is likely to lead to a death sentence.
