I think that this is part of a phase 3 negotiation deal. Sharing some of the cost (and risk) early on will result in a greater piece of the pie in the end.

I'm a science guy, so take this with a grain of salt. I've done very well with INO over the years and have been adding all day. Although I was a little disappointed by the S-3 at the close, I think that this will pay off in the end.

Yes, they usually wait a little while before announcing something like this, but why do you think it was so soon? We will hear about the phase 3 plans very shortly!
