The SEC doesn't 'reinstate' a suspended company. The SEC only suspends trading for 10 days.

It's up to the company to get back to where they were before the suspension. It's as simple as producing a document similar, if not identical to a company prospectus and finding a market maker willing to file a form 211 based on that document.
