Most traders follow the money. The money are traders that pay attention to the technical, the chart. Once the PSAR shows bullish the rest will follow. The latest news, as of yet, isn't enough to bring the masses. Maybe as more become aware today, we will get to 22 and sustain. This will get it to move IMO.
