if it was a fraud or scam SEC would have closed it down, in that respect it is not a fraud or scam and is why it is trading, many say that it is a fraud or scam because of what has happened to shareholders and they got away with it because a Bermuda corp has no fiduciary duty to shareholders otherwise you would see a class action suit against them as you do with many US based corps doing similar activities

look at it as you wish, they could deteriorate shareholder value more or actually turn the company around, not the greatest stock for shareholders
