Depending on the qualifications level of the person applying (there is a difference between entry-level, experienced with BS/BA, MS, experienced with MS, and Ph.D. level salary expectations) - that's actually not a terrible starting salary.

For a Ph.D. with experience - it is a low-ball salary.

For a Ph.D. fresh out of out school, or a lower-experience MS, that's a decent but not fantastic starting salary.

If that's entry level for somebody with a MS it's an adequate entry point, or for an inexperienced BS/BA is would be quite good.
