i think there is some mix up in terms of what it means to 'Short' pennies. Sure, i wear shorts, you wear shorts, but actually 'Shorting' pennies on OTC in terms of executing sell orders first is not possible in the current matrix i live in. maybe some traders think they are shorting by exiting thier positions but true shorting is actually selling first in the hopes the share price goes down to lock in gains.
