This 55% NS is done by the OTC MMs either for their own acct or paid for by "others".
Since it is illegal for LPC to be engaged in any Shorting at all, the NS would then be by the MMs trying to keep $ACTC entombed on the OTC or by "others" accumulating at the lowest possible PPS.
Since the NS has to deliver the shares within 3 to 5 business days, then IMO continuing heavy buying +10mil/day, should start to drive the PPS upwards as buy-to-cover is forced at higher PPS levels.
