MCI& had a little bit of a head start in the MJ hype and when Vapor did the reverse merger they raised the A/S in that agreement, Why? good question, but since then the stock price exceeded their expectations at that time and to get this stock moving I believe the A/S as of now needs to be addressed by the company and clarified to it's shareholders, here is a response to porky's concerns a few days ago.

They should also retire the shares used in that financing agreement. Taking the A/S down while building shareholder value up long term.
This way they can start the reduction of A/S with out doing it by a R/S or spend capital/revenues on a share buy back.
This would be a perfect scenario IMO only.
