How do you know he needs 30B shares? Maybe he needs 15B or maybe 50B or something else. I would speculate he doesn't know and doesn't care about the PPS if he even knows what it is. A real CEO would look at the PPS everyday and wouldn't sleep at night if it were at .0001 or dropping steadily.
