You're talking about the bid. The dealer is offering to buy at that price, not sell. Why is something nefarious going on because the dealer won't sell at the same price he is willing to buy?

Also, why is trying to buy at the bid considered bid support? Buying at the bid puts downward pressure on the share price. If the only offers to buy are coming in at the bid, the bid will soon become the ask, and the bid will go lower.
