I don't disagree with the reasons for the delay or that they likely have to pay without facing legal consequences... I'm just unsure what timelines are required for each step in the process. For instance, I don't recall a payment date ever being announced so they are possibly able to drag it out for as much time needed until the company is in a better position to make the payment.
