All blm approval times are speculations. Straight from the Arizona Mining Permitting Guide:

"The amount of time required to review and approve a Plan of Operations will vary considerably depending upon the type and complexity of the activity being proposed, the resources potentially affected, the required level of NEPA analysis, the amount of interagency coordination needed, and the level of public controversy."

The 3 weeks is from a phone conversation with the BLM I believe. I do notice most of the permits have an avg processing time of less than 60 days. GLTA

PS I would gladly hold for over a year for operations to begin and pay less taxes;)
