Backwards? Then tell me, where is the business...where are the contracts?

It was widely reported that dispensaries need electronic payment systems. It was widely reported the at ADCS and GreenStar are one of the few players in the game....so why are they not able to secure business? They should have no problem getting contracts, but they have none. Can you explain why?
