The market likes filings, even notifications of a late filing. It shows diligence and adherence to SEC rules, and adds legitimacy to the company going forward. In this case, it gives investors a target date for when the filing will be submitted. Bullish, as the pps is showing. Now all we need is for a basher to show up to really point the way higher.
