Q) Can i buy shares into Gasco GSXN?

I did read where only the majority stockholders get to be shareholders.
but what the hay . . bales.
what happens if i buy say, 85,000 shares tomorrow? will it not fill?
Does the PPS just stay near 0.00288 forever?
