Certainly some sections of the EU are sucking air as you put it but that is definitely not the case in all, especially those around the Central hub of Germany.

Equally is there any real substance to support this contract because as you quite rightly say $57 million is no chump change and a Euro company entering into such an agreement would be highlighting this in their PR's to industry media in Europe and there doesn't seem to be anything at all
