Can someone explain how a company who is supposedly moving forward with all the right notches under their belt (unseen in the pinks),can continue to have a pps of pretty much.....Zero?

Note: The usual excuses won't cut it at this point. There doesn't seem to be any answer that could make sense enough for someone to invest here.
