It could also be somewhere in the middle and that not all 32,0000 chromebooks be licensed for Glassware. In this scenario: Only if a specific class requires software that isn't available in the chrome web store (eg. Photoshop, AutoCAD, etc) would it be made available to the student at the cost of software licensing ("the application" and Glassware if by CALs). This cost would be subsidized by the school or paid for by the student as required courseware material.

Will students be able to download and install software on their Chromebook?

No. At this time, Chromebooks do not support software installation. Rather than running traditional software, Chromebooks rely on web applications. Chesterfield County Public Schools will install or make available various educational applications (as a Glassware-enabled application?) from the Chrome web store.

Will students be able to add apps from the Chrome web store?

There are numerous apps and extensions that can be added to Chrome. They are listed under Chesterfield County Schools in the web store. Some apps have a cost and will not be provided by Chesterfield County Public Schools.
