Why is moving it necessarily a vote of confidence?

What if the reason they're moving it is because it did not perform well in its current location and they are moving it to see if it will perform better in another location?

I'm not saying that is the case, or even likely - but I don't know how we can know that their moving the AOT very likely means that it works well and is a vote of confidence.

Seems to me that it could mean any number of things.
