In my opinion it isn't necessarily bad, in fact, I think it may be good to ease into it. This gives the new call centers time to warm up with its new staff ( proper use of "its" ;) ).

To me "begin expanding the campaign into new markets and to a larger audience in the coming weeks" means that the ad will be aired more often and in better times frames after 30 days from the launch of the ad campaign ( a month from June 23rd or approximately July 23rd ).
