So, maybe Basu is attempting to temper expectations citing a figure of $8.5 million so that the market does not react badly if less than $26 million is awarded.

That is what I was thinking when I first read the PR. And as you previously stated, if $8.5 million is the minimum Basu and PPJE expect to win, that is AMAZING for both PPJE and its investors. All I know is that whoever gets rid of their shares before the end of July will be suckers. This stock is going through the roof sooner than later.
