This continued speculation about completion of the cell, or no completion of the cell is just that. Speculation. No one on this or any board has any clue as to what the thought process at solar3d is, and particularly ant speculation based on a loosely worded statement.

Any one who has substantive, factual knowledge of status of the cell please raise your hand. Didn't think so.
It is what it is. No one seems to be jumping ship over at SUNworks nor to my knowledge anyone at solar3d.

So just why is the status of the cell even being talked about. Having been through a couple start ups in my life, I can tell you this! Nothing is ever poured in concrete! All involved are expected to be ready to spin on a dime at any moment. Things are fluid day to day, and there are ALWAYS surprises and set backs. So the best thing we can do is stop the speculation, maintain a positive attitude, even if there is bad news. Negativity has never won the day and never will. Go SLTD!
