None of those stocks had previously been suspended by the SEC. That is the game changer. If you note the tickers, they are foreign issues that had no 211 in place. There is a huge difference between getting the original 211 and getting a 211 coming off a suspension.

Comparing a Pear to an Orange and making it an Apple doesn't work in this case.
