If KMAG were GM or MS, I might buy that reasoning.

But why would they hold up KMAG? What's KMAG to them?

Unless JR did something to hold up the process.
Anything from not filing/submitting to outright trying to obstruct an investigation.

If government has a case so serious as to prevent a submission (IDK if that's possible), it might be a reason for delays.
