Can a non reporting company even issue a dividend? Maybe that's what clogged it up. If there are more than 500 shareholders of record then their 15d status would be withdrawn and they would be obligated to begin filing again.
I would think that a non-reporting company wouldn't be allowed to authorize more shares. Any body know?
