Just so everyone knows the 90 day window is still open until tomorrow. The document clearly says "must not be later than 90 days AFTER the certificate is filed" That would be tomorrow! Either way, this is a done deal...no need to wonder why where when and how. All I know is it's going to be completed very soon.
