Technically that's true, but in the world of OTC Pinks, R/S are stock killers and are seen as only bad things.

GARB is special in the sense that there's no BID and not much interest. If an R/S was completed, the stock would no doubt tumble to a much lower PPS.

With the canceled R/S, GARB would've easily fell into the teens again.
