he's done huge tax cuts on business and the well-off, I think actually some measure of tax increases on the not well-off, and of course big spending cuts, in particular in education, from what were already low spending levels -- actual tax revenues are running hugely short of projections (projected based on presumed miraculous economic growth after the tax cuts, growth that has not materialized, at all; actually not surprisingly given the big spending cuts, the state's economy is actually one of the ones doing most poorly compared to other states) -- the budget is wrecked, absent restored taxes additional big spending cuts will be necessary -- and among the various impacts being felt around the state, some (not well-off) small towns there, once anchored by their local schools, whose local schools have been forced to close due to the spending cuts so far, are already effectively being abandoned and turned into ghost towns
