most likely funds in the russell 2000 index are starting to add ISR. Seems like i read they have two months to balance their funds with the new entries, and I think that starts today or tomorrow. you'll need to check the facts on the times, not sure exactly. but we should see these surges ever once in awhile as they get added to an index fund. all imo, glta
