Brick and mortar shops require you to pay more for overhead compared to just selling online, there is also a smaller market with brick and mortar. In my own opinion, the stores wouldn't make the same amount of money compared to online sales.
If this is the case, are they setting these shops up to be ready to switch to "head shops" or "MM stores" later down the line? If this is the case, I can see their want for brick an mortar.
