Sure, just like the "cut and dry" rules the Government run IRS follows, cut and dry my ass! The Government makes rules as they go along to suit their position at the time. Fact Master has it right IMO, FINRA and the SEC learned from the likes of LLEG and said lets wait on making this Form 10 public till we review it a bit.............
