Normally Ballmer's sale would be handled by a firm (or more than one) which would take his shares at a small discount, immediately hedge some or all the the position, then feed it into the markets. 70 million shares is not that much for a stock that is as liquid as MSFT, especially in a relatively stable market.
There is more to the MSFT weakness than just Ballmer's sale.
