It can't be just for benchmarking. I suspect that this is quite nice feature. The idea is, when you just start a new application, the kernel task to create a new process and fill all process-specific buffers is extremely intensive. How much time your computer spend from the moment you double-click the icon from the point it is ready to start typing? It may be 2-4 seconds if you are not lucky. This time may be improved by temporarily overclock for just that time. The cpu will not overheat that fast.

The fact that appication starttime affects Tom hardware benchmarking proves that they are not professional. The good benchmark must run for at least few minutes, so slashing few seconds off the start-time must have zero effect.
