Form 4's are required to be filed for insider change of ownership
and in the case here these are purchases and not sales. It would be
unrealistic to believe that an insider would not have information
that would give them reasons to purchase a stock of their own
company, but like anything, there is no guarantee that the
investment made will reap the benefits anticipated since this is
driven by the market. Now if a sale is done based on information
not yet made public then this is where the SEC would scrutinize
this activity and a Form 4 would also be filed for that.

Since a purchase is not realized gains, this activity is fine if
a form 4 is filed. It's a leap of faith in the company just like
all investors, and the form 4 filed gives investors the same
opportunity to purchase shares if they feel the Insider's are
bullish.

Just my analysis of the situation and years managing portfolio's.
