what it seems that you continue to not understand is that otcmarkets has no bearing whatsoever on this being a grey market stock. it matters not what otcmarkets tier regulations are. the sec prohibited mm's from making a market. that's why it's grey. otcmarkets can't do a damn thing about it. in order to get off the grey sheets ivap needs to find a sponsoring market maker willing to submit a form 211 to finra on their behalf. then finra would need to approve it. again, and please try to understand, otcmarkets can't do a damn thing about that.
