Yes. Except that PPJE doesn't have any labs.

Per the January 28th PR, PPJ did start a testing capability partnership with a local clinic.

Per the May 2nd PR, a testing capability (it is unclear if this is the same one referenced in the January 28th PR, or a second one) started on June 1st, and will be fully operational by early July.

However, it is unclear if the plan is for these testing facilities to be used for potency testing of Medical Marijuana products. The June 19th PR uses the term "affiliate labs" so it is possible that the plan is to have PPJ act as a broker to connect producers and consumers of MMJ products with laboratory facilities that can provide the desired potency testing.
