DTCC is a private company not a government agency



DTCC is an SRO, which makes them, in certain ways, a REGULATOR. Just like the stock exchanges. They have been granted certain legal authority by the SEC to conduct business, which not only means any rule changes have to be filed with, and approved by the SEC, they have special legal authority over their participants.

Which makes those documents actual legal filings.
