SCM, this chill issue...I am going to look at some case studies this weekend but have you seen an issuer do a name and CUSIP change but couldn't clear the chill? The chill is on Team Nations certs so I'm wondering why post name/CUSIP change TSB still inherits the chill?
If the correct steps were: 1) Clear chill, 2)register shares and 3) get FINRA approval for ticker change, wouldn't this be like saying the DTC calls the shots? If the DTC never lifted the chill, is a public company's ability to raise capital via issuance of registered or unregistered securities forever doomed then?
Doesn't seem to make sense.
