Actually, I don't believe a Form 10 gets "approved" by the SEC. It automatically becomes effective after 60 days.

However if the SEC doesn't like what it sees and the company inadequately responds to the comments the Corporate Finance folks can refer to Enforcement after it becomes effective and all hell can break loose.

Generally if a Form 10 is inadequate the company is encouraged to withdraw it.
