Good point. Why? There was I paragraph in that saying they would not be updating on activities too, but kept the big authorized shares. Perhaps he's bringing to market their patented stuff and don't want anyone knowing (is what he'd tell the SEC) but he can't be thinking uplisting as they will not put up with not filing just because he's majority owner and Nevada law this and that... Maybe he needed 6 billion dump for funding.
