You're talking about putting together a NASA worthy engineering team to design, build, and test for each and every set of mission parameters they come up with. The government red-tape/beuracracy/change orders/paperwork usually doubles the size of any private industry project.

Without knowing specifics, I would say a NASA contract would be worth 1-5 million per set of mission parameters. Big range I know but cmon people someone help me out.
