I watched and traded ELTP for three years...and still trade it. There are some similarities, as you say, that a major management change could be a catalyst for substantial progress. But the MDNT share count is already at 2 Billion shares.
And this CEO is certainly not of the quality of ELTP's new CEO.
When Koppelman says they are going to do "non-dilutive financing" --he either does not know what he is saying, or he is deliberately being misleading.
Any financing in unprofitable publicly traded companies are equity linked. That is dilution. It may be delayed, but it means more shares going out eventually.
IMO, there will be great times ahead for traders. Not too sure about long term investors predicting $1.00 or .10.
As for a penny to .04? In pinky land? Would not be surprised, just would not hold hoping for it. Trading is the game here, imo.
