Because that's what IR will do, and then they will deduct the 435M they originally received from APT to arrive at the # of shares that APT will have to issue in 400M - 600M batches.
Every time IR gets one of those batches of shares they will sell them and then receive another batch and then sell those and rinse and repeat for 7-8 times until they are done. This is how IMO they will keep from owning more than 9.99% of APT shares at any one time.
Sure, they might want to save a few hundred million shares
long-term, but I think it's more realistic if we can get a
handle on that formula...
